1. How to obtain legal effects of a Colombian document outside of Colombia?
If you wish to authenticate a document so that it has legal effects outside of Colombia, you must first authenticate it with a notary within Colombia.
Once you have the authenticated document you must go to the consulate of the country where you are going to send the document, with a copy translated by an official tranlslator, in order to be apostilled by the consul.
Example:
If you need to send a power of attorney to the United States of America, you must authenticate it in a Colombian Notary, later have it translated by an official translator and take it along with the authenticated document to the Consulate of the United States of America in Bogotá or in your city so that a Consul of the embassy, notarize and apostille. The consuls act as notaries of their country outside of it.
If your desire is that the document only have legal effects abroad, but not Colombia, you can go directly to the consulate with the document written in the language of the country where you are going to send it. If the document for example goes to France, it must be already written in French, ready to be apostilled by a French consulate in Bogotá.
Once with this document you can send it to the country where it will be used, be it a power of attorney, an extrajudicial declaration or a civil registry.
2. How to obtain legal effects of a document from abroad in Colombia?
For a document originated abroad to have legal effects within the territory of Colombia, it must originate in another country, must be translated into Spanish by an official translator, and must be certified by the Colombian consulate of the country where it originated. The document.
Example:
If you wish to present a document from Sweden, before a Colombian notary as part of the documents required for a civil marriage, the document must be originated in that country and must be apostilled by the Consul of Colombia in Stockholm, if that is the case.
